will this bottleneck

I have a amd athlon 5350 with a am1 motherboard the pci express slot is a x16 length but runs only @x4 what would be the best graphic card for this set up i was thinking 260x or 750ti?

There will naturally be some bottleneck due to the X4 bandwidth of the PCIe x16 slot. The 2GHZ processor will be a bit of a drag as well. But going with a GTX 750 Ti would be about all I would feel the system could keep up with. Even there, you might see some bottle neck. Check this article out:

Which MB do you have? While the PCIe specification allows for 25W for an x1, x4, x8 card, the slots themselves will depend on the MB manufacturer.

Will I be able to run card from the power of PCI e x4 slot since there is no power connector on some 750ti and does that slot supply more the 25 watts?

I would definitely suggest getting a GTX 750 Ti sc it will be cool and stable it has a small amount of power consumption it's only $150 (AUD) it will be cheap wherever you live it's also quiet and it's a pretty strong GPU for where it stands it's also small and will fit any case hope this helps try overclocking if you can hope this helps also if you were to bottleneck I assure you you would only lost 1%-%5 in frames which you won't notice

That board has the disclaimer: "Due to the power limitation and PCIe bandwidth (x4), the VGA card is not supported"
Therefore, I would not attempt to use any conventional gfx card on it.

I don't know what to make of the disclaimer on the board's web site (specifications/slots):
"Due to the power limitation and PCIe bandwidth (x4), the VGA card is not supported."

Yet on page 20 of the MB Manual it states:
"PCIE1 (PCIe 2.0 x16 slot) is used for PCI Express x4 lane width graphics cards."
