Asus GTX 770 - PC won't boot up

I've been working on my new build and spent hours today troubleshooting.

Components:

GPU: Asus GTX 770
Motherboard: Asus Z87-A
PSU: XFX 650W XXX Edition 80+ Bronze Semi-Modular

I'll just say these components as this is where the issue lies. Basically I built everything plugged all. However, the GPU has a PCIe 8 pin and 6 pin slot. I originally only attached the 8 pin and the PC wouldn't boot up. After removing the GPU it did start up fine and i ended up installing windows 8.1 while doing that.

Now I started troubleshooting the GPU and from a tutorial realised I needed that extra 6 pin in as well. Didn't solve it.

Things I've tried to solve the issue:
- Place the GPU in another Pci 16 slot.
- Connect one of the semi modular PCIe connectors to the GPU instead of using the stock ones coming out
- Use one of each of those power cables, (one 8 pin and the other 6pin)
- Tried clearing CMOS.. (3 pins are on Mobo covered by a 2 pin cover) moving that cap along onto the end 2 pins for 20 seconds and switching back



I can only imagine this issue was most likely caused from me originally just connecting the 8 pin connector. How to solve it I dont know. Did I do any damage? I'm not sure. I've seen a few threads with GTX 770 owners not able to boot up. A definitive cause and solution wasn't posted that I could see.

Any suggestions? I will spend all tomorrow following them.

OK if connecting the 8 and 6 pin PCI-e connectors (labeled as PCI-e) from the power supply to the GPU does not make it work then do an RMA and get a new one. since the PC boots and runs fine with out it and once it is plugged in and fails to boot the only logical explanation is the card is bad.

edit be sure your connecting the PCI-e connectors and not the 8 pin CPU supplemental power connector.

I don't think the 8 pin CPU connectors would even fit. They have a slightly different configuration.

Something I'd like to try is turning off 'Secure boot' for Asus Z87-A Mobo. It's set to enabled and I can't see a way to turn it off.
