Microstutter with GTX 780 SC

Hi, I think I am having microstutter with my GTX 780 SC, the frame rate will look stuttery and not smooth but when I open FRAPS or MSI Afterburner it will say it is a constant 60fps. Is there any way to fix this? Here are all my specs.
CPU: Intel Core i5 4670K
GPU: GTX 780 SC ACX
RAM: 8GB
Monitor ASUS VS247 connected with DVI
OS: Windows 7 64 bit

Is your processor overclocked? How many memory modules are you using (1,2,3 sticks of ram), and are they mismatched brand? Your moniter is also 5ms response time which could show some stuttering. 1-2ms response time is recommended for gaming.

I am using 2 sticks of ram that are the same brand and my processor isn't overclocked. I am pretty sure it is the monitor because I noticed this around the time I started using this monitor. I am probably going to upgrade to an ASUS VG248QE soon. Thanks!

What does the frametime in Afterburner look like? That's actually measuring the frame rendering delays you are referring to as "microstutter". Believe it or not, turning off VSync will likely solve your problem.

The frametime is around 15-20ms. Disabling V-Sync does work for the most part but I would rather have this small stutter than screen tearing.
