Windows can not load driver software (code 31) after removing network bridge

I was using a network bridge to create a pass through and when i removed the bridge in device manager, my individual network adapters that were governed by the bridge were not installed. So i went to motherboard manufacturer website and downloaded the drivers. After getting and installation success from the installer, the plug and play dialogue stated that the install failed so i rebooted and have had "windows cannot load device drivers (Code 31)" under the device status in device manager. I have tried uninstalling and reinstalling the drivers but it does not fix the problem. It is not a mobo brick because i have used the Ethernet adapters in linux just fine. Now i cant seem to install any network related software (VPN + wifi drivers) because of the same error. Is there any way to fix this without reinstalling windows?

I just tried this and it did nothing. still got errors in plug and play and device manager

[UPDATE] just attempted to install in safe mode and im getting "the device is not configured correctly: the parameter is incorrect (Code 1)
