"Whisper quite" CPU fan SUPER loud.

I can hear this dumb thing from my living room. I unplugged every fan except my CPU fan and that's where the noise was coming from my case fans are whisper quite. The fan I purchased was the ARCTIC Alpine 11 Plus CPU Cooler. Every review is saying it is quite so why is mine not? It was also advertised quite. By any chance did you turn off the fan control in the Bios settings? next what is the temp of the CPU along with what CPU are you using this on? next if the fan actually fluctuates properly an the temp is high try removing and reapplying the thermal paste.

Well I don't know much about how to mess with it in bios but I tried changing it from full on to auto. Didn't help much atleast not noticeable to me. My CPU is a i5 3450 @3.10ghz. Also the temperature is usually 35C but it ranges anywhere from 35C-45C. I am about to purchase a new one if I cant figure it out. It can with Artic MX-4 preapplied thermal paste if that means anything.
