Hard Drive Stuttering Issue

Lately I have been experiencing some screen (and audio) stuttering every 15-30 minutes while using my computer in almost any task. While the stutter happens, for about 2-3 seconds, the screen freezes a few times (doesn't freeze for the whole 2-3 seconds), and while the screen freezes a few times so does the audio (I mainly experience this while watching videos or listening to music, and it has nothing to do with my browser)

This I'm pretty sure is the hard drive maybe failing or damaged. I am using a WD Green 1TB hard drive as my primary disk with Windows 8 Pro 64-bit installed on it.

When this happens sometimes I have HWmonitor opened and see if anything is wrong with my components. Nothing changes and nothing different appears that i can see in the Min, Avg, Max statistics.

"May this be a hard drive issue or a Windows problem? Is this problem common? Is there a way to fix it? Will I need to buy a new hard drive and/or reinstall Windows?"

I am certainly not a PC expert but I have some knowledge, so I would really appreciate help.

I took a screenshot of the program while the computer was idle / not loading anything, and here are the results

Yet I haven't been experienced the stuttering while gaming, maybe it is chrome

I am considering buying an SSD since I am currently using a WD Green hard drive for everything including windows and it is very slow. If I change primary disk drives will I need to format this one in order to use it as a secondary drive ?
