I'm building a gaming computer with a $1000 dollar budget and i'm planning on buying a superclocked GTX 760 4GB but, it puts me $200 over budget, so if i downgrade to a 2GB gtx 660 will it affect me in graphically demanding games?

If running dual monitors 4 gb. helps , if your running a single your fine with the 660.

The GTX 660 isn't really fast enough to run resolutions or graphics settings that would require more than 2GB of video memory. The 4GB card is primarily useful for SLI, where having two cards gives you the extra processing power but each card needs its own memory. With your current budget, stick to the 2GB model. If you were to spend more on the graphics card, you would be better off with a faster card (e.g. GTX 770 or R9 280X) rather than the GTX 660 4GB.
