High CPU Usage on i7 4770K

I just built this computer today and when I went to run Windows Live Movie Maker I was getting CPU usage in the high 80's to low 90's. Is this normal?

Specs:
Intel Core i7 4770k
Gigabyte GA_Z87X-UDH3 Revision 1.1
8 GB of G.Skill Ripjaws 2133 mhz
WD Blue 1 TB HDD
Corsair GS700 700 Watt Power Supply
Windows 8.1

Is your RAM usage also high? If it is, go to: Task manager --> Processes Tab --> Look under the "Memory" Column, and post what is using the highest amounts of RAM (>50000 K = roughly 0.5 Gigabyte of RAM).

My RAM usage isn't high.

If you are rendering videos, high CPU usage is normal.
