PC Windows 7 Crashing and Not Responding (Still No Solution)

I been having this problem for a week and have posted 2 different thread and no one has answer them. I tried every solution I have found and still the problem exist. I did some test on the RAM and HDD and not error was found. Everything has been working fine. The problem is that every minute I click at something, a program, web browser, a song, etc, it freeze the whole PC for a minute or less. Then like in 1 minute if I do click at something, everything freezes. Most of the time it freezes when I'm using the internet. I tried to play Minecraft and see what was going to happen but It didn't freeze after 5 minutes of playing. Well, what I have done to prevent this problem is,

Test the HDD/SDD (forgot the name, but it test the HDD with green squares).
Test the RAM with memtest86 (no error was found).
I disabled all start up programs in safe mode.
Uninstall graphic drivers.
Uninstall latest programs/plugins I download.
I boot the PC in safe mode and it work fine and better than in normal mode.
I did a repair my PC from the boot menu.
I troubleshoot to see if there was any problem.
I use CCleaner for registry to delete files (It did delete a lot, but still nothing).
I use Malwarebyte to fine virus (No virus was found).
*I am trying to restore my PC to an earlier date but the restore points are from the last 3 days (It has to be between April 10-15 to see if the problem was after that).
I took a look in device manager for yellow/red triangle, but nothing.
I also try to install drivers from device manager ( or check if that's the way to say it).
I disabled shockwave from Google chrome (The internet has been freezing a lot too).
CPU temp is running between 30-40.
Lastly, I'm tired trying to fix this. Please help me. If you have a different solution, post it..

I would like to re install Windows if I were in your shoes. A clean install might progress your process of elimination in finding which component (software, hardware) is the problem. More than likely I presume its a software issue more than anything.

By mistake I chose your answer as the best solution.
I was afraid someone was going to said that. I hate the re-installing Windows thing. I have gone to that thing three times, upgrading to W8, downgrading to W7 and re-installing W7. Now Again! I don't want to lose anything, I'm tired of doing that.
