Few days ago, my pc started to freeze randomly in games and Alt+Tab/Ctrl+Alt+Tab stuff like that wont work. So i have to hold the power button and restart the pc. That happened to me in about every game of league of legends i play. So i cleaned some of the dusts inside my pc with a vacuum and cleaned the cpu fans with a tooth brush but after i put everything back, i started the pc and the monitor didnt display anything. But all the fans were working, so how can i fix it???

PUT THAT BACK IMMEDIATELY !
CHECK ON YOU-TUBE HOW TO DO IT CORRECTLY!
DON'T TURN ON YOUR PC WITHOUT PUTTING THERMAL PASTE BACK AGAIN.
ALSO CLEAN THE OLD THERMAL PASTE (WHICH MUST BE LEFT A LITTLE) BY CLOTH WET WITH SOME KIND OF ALCOHOL , Its called ISPROPYLE Or Something , Google it.
There is 50% Chance your CPU isn't damaged.

so your a noob to cleaning PC's I see lol.... well we are all noobs at first... BUT... you had no reason to remove your heatsink to clean dust.. dust cannot get between the connection of the heatsink to the cpu where the paste goes... SO remember that in the future.. AND DID YOU FIT THE CPU BACK IN PROPERLY AND LATCH DOWN HEATSINK PROPERLY? 2nd.. did you take out or touch anything else to clean it? make sure your ram in properly fitted.. ALSO make sure your GPU is properly fitted snugly... fan running on the GPU when u start PC? also try this.. IN EXACT ORDER! unplug your monitor from wall power supply.. then unplug PC from power... then unplug your monitor from back of computer... then plug monitor back into computer... plug PC power back in.. the plug monitor power back in... start your PC 1st then start your monitor quickly after starting pc.. (1-2 seconds) .. report results

Is gpu the graphic card? If it is, the fans are working but there's a lot of dust in it also plugging and unplugging didn't work. I'm pretty sure the monitor is not
broken cuz I play the ps4 on it

..I left my pc on for like an hour thinking it will fix it. I think my cpu is damaged. Is there a way to check if my cpu is damaged?
If it is, do I have to buy another one?

There is a chance that your CPU is damaged , and as it not responding , it makes it clear that it is Damaged...
However it could be that your Motherboard is damaged , or even both.
Take your PC to a nearby hardware store and let the experts check them.
I am very sorry to say but either way you have suffered a loss , so start saving money for a new build.
Also Please give me your CPU and Motherboard model.
Also Keep in mind , that this has happened to me before , Once I had a E2140 PROCESSOR and a wire got in the way of the FAN , before I knew it , my CPU overheated and stopped , and it turned out that the CPU is saved but the motherboard is bugged , so I had to replace my motherboard.

Intel Core i5-4440 3.1GHz Quad-Core Processor $179.98
ASRock B85 Killer ATX LGA1150 Motherboard $94.99
A-Data 8GB (2 x 4GB) DDR3-1333 Memory $73.05
Axiom 500GB 3.5" 7200RPM Internal Hard Drive $142.27
Asus GeForce GTX 760 2GB DirectCU II Video Card $255.98
Aerocool Xpredator X1 Black Edition ATX Mid Tower Case $89.42
Antec TruePower Classic 650W 80+ Gold Certified ATX Power Supply $99.98
Archgon CB-5021-GB Blu-Ray/DVD/CD Writer $109.99
This a good High end Gaming build ~ $1045.66
But Sure you can always use your existing RAM , HDD / SSD , CASE , POWER SUPPLY , GFX (Even Motherboard if it isn't bugged)... to save you money and only get the Processor.
OH and make SURE you always get the K Version ( For e.g. i5-xxxxK) of the processor if you plan on overclocking it in future because the K versions CPU's by Intel are unlocked , allowing you to OverClock your CPU.
