I have a gtx 660 don't need a new one yet also the power supply I have is 700w so I'm good there to. Made a few threads but I got a new job and I'm making a better amount of money so now I can get something better

Slightly exceeded budget but you can drop cooler and it will be near to your budget :)

Solution

You'll be able to run games on high to ultra settings and get 40~60FPS (1920x1080p). (Maybe with low or disabled AA and Phisyx)
I suggested you best gaming CPU and RAM, your gaming would be limited by your GTX-660 which is pretty old.
