I'm getting FPS lag in every game I play and I have no idea why. Help please?

So. I have a pretty solid gaming rig that for some reason is getting intermittent FPS lag in every single game I play. I'll play for a bit, then the FPS will drop to unplayable levels for about 10-15 seconds, and then it will pick back up and keep going like nothing happened. It's done this in every game I've played, including League of Legends, CoD Black Ops 2, Company of Heroes 2, Civ 5, Need for Speed, Guild Wars 2, and even my emulators.

-AMD FX-8350 @4.0GHZ w/ Corsair H50 AIO Liquid Cooling
-2x4GB Kingston HyperX Red 1600 RAM
-MSI Radeon HD7950 Twin Frozr OC
-ASRock 970 Extreme4 Mobo
-Corsair CX750M PSU
-Samsung 840 120GB SSD
-Hitachi 3TB 7200RPM HDD

I've tried everything I can think to do short of reformatting or . Reinstalled drivers, ran programs from both drives, tried running virus sweeps with MSE. Nothing. I've taken the tower apart, cleaned everything, reapplied thermal paste, and reseated all the cords. I watched my performance monitors and they don't look any different when it's running smoothly from when the lag is spiking.

I'm fresh out of ideas. Any and all suggestions or thoughts would be greatly appreciated.

    CPU maxes around 55C, it's idling between 25-30C. GPU is idling at 44C, and I haven't seen it go above 70C when gaming.

    Upgrade your GPU driver to Catalyst 14.4 . I too had this same problem and in my case it solved the problem. If even after upgrading Catalyst driver you are facing the problem then check that you haven't overclocked you clock settings and revert then back to their default. Also check if you have down-voltaged your cpu to solve heat issue that might be causing bottlenecks.
  5. I'm only recently starting to see fps hitching myself in multiple games, and it started with 14.4. I can't figure out what it is, the GPU is healthy since it idles at 29-33C and tops out at 66C under load, CPU gets around 50-70C depending.
