Can Corsair cx430 v2 handle MSI AMD/ATI R9 270X HAWK 2 GB?

My config:
corsair cx 430 v2
4 gb corsair vengeance 1600 mhz
2 tb seagate hdd
fx 6100
ASUS M5A78L-M LX V2
Will my rig be able to handle the MSI R9 270X Hawk 2 gb edition properly (no overclocking)?

It might work, but the power supply can't take a load like that without eventually breaking (Corsair CX PSUs have bad capacitors that tend to fail under heavier loads). I would recommend upgrading the PSU to something like this ASAP: http://pcpartpicker.com/part/xfx-power-supply-p1550sxxb...

What about Seasonic S12II 520 Watts PSU- will this be enough?
Also will fx 6100 bottleneck the performance of the card?

The FX 6100 should be an even match for the R9 270X. And well, the PSU I suggested (the XFX) is actually manufactured by Seasonic. So yes, that PSU will be enough and it's also very high quality.

i am actually short on money at the moment so i was wondering if i run this card with my current psu can it handle it for 2-3 months without bottlenecking it's performance?

PSUs don't bottleneck; They either work or they don't.

i was not talking about the psu... was talking about the gfx card... can corsair cx 430 v2 handle the msi r9 270x hawk edition( no overclocking) for 2-3 months without any problems?

I cannot say for certain, but it probably can do it, though I highly wouldn't recommend it. It is 70W off the recommended PSU requirement, and also has only one power connector for the card that needs two.
