Put a waterblock on my gpu, turned on msi afterburner to check the temps, it was nice at 26 degrees celsius so i decided to do a benchmark. After a while the whole screen went black and when the computer booted up, the screen was fuzzy with pixels everywhere. I checked on the gpu and it was blazing hot throughout the whole card except for the actual gpu where my waterblock was fitted on. Does this mean i just fried my geforce gtx 780 ti???!

Quite possibly. That's a pretty typical symptom of a dead card. What kind of water block did you put on it? If it's one that covers only the GPU ASIC itself and not the GDDR5 and VRMs then some of the heat generating components will have been left uncooled.

I imagine a GPU waterblock would be similar to the Corsair closed loop coolers, with a square/round plate covering the GPU? How do you cool the rest of the GPU circuitry in this case? I know from reviews they use padding to cool the circuitry when you buy a card from the market.
