How can I tell if my power supply is defective.

Hi, I have a Dell xps 8700. Lately when I completely power down and later try to turn the computer on all I will see is a blank screen. I have to try several times before it will boot. Sometimes after I try to power it on the computer will power off . I was wondering if it could be the power supply or if I have to many things connected to the power supply. I have two internal hdds for storage plus an ssd. I also have a cd burner and a bluray burner and two external hdds. Thanks for any help!

The computer almost always powers up but all I will see is a black screen. I can not remember if the fan comes on and if I remember correctly I hear one beep. I am afraid to turn if off and see because theres a chance it might not turn on again. Sorry, in my original post I said blank screen what I meant was black screen. It will reboot just fine.

No, I have a video card. An AMD HD 6750. I have an hdmi splitter with one going to my tv so next time I try to reboot I will turn my tv on and see. I alslo have the nvidia card that came with the computer so I will try that as well. I just have to work up the nerve to turn it off. I did hook my monitor up directly to the computer to make sure it wasnt the splitter that was bad.
