Do I need to uninstall a preinstalled os in a new pc build?

I have a hard drive that I will be using for a new build, but I do not know if I have to uninstall the operating system that is already on the hard drive which is windows 7 home premium 32 bit

What you're saying there is that he backs up the data , format the drive and re-install the os .
So the answer is yes you have to remove it
