AMD CC Power limit and core clock

I finally found out the problem is that my core clock is always stand still @ 300Mhz even when i'm in-game and that makes the performance so bad.
And one thing i notice is that the problem happen only when i raise the power limit slider up to any amount (in the 13.12 and the newest 14.4 driver, the 13.9 is perfectly normal). Whenever i slide it back to 100%, the core clock is going back to normal.
I overclock my GPU for a bit (1200/1600 compare to the normal 1050/1500) so i figure i need some extra power for the card, but the current afterburner doesn't allow me to raise the gpu voltage so i can only raise he power limit.
So my question is, is there any way to fix this? Is this a driver problem or my card's problem?
