currently my old desktop is having intel dual core processor and I am using some heavy software like oracle and informatica on my machine. so frequently my cpu usage reaches to 100 % and system freezes out with the buzzing sound. If I upgrade my processor to core 2 quad, will it solve the problem?

If you are not willing to upgrade your motherboard then yes it would help solve the problem. The problem will come back again soon as they are older processors.
