PC is running Win XP Pro and belongs to my neighbor. He cannot get on the internet due to "network connection not installed" which i believe is due to the PCI Simple Cmmunications driver not being insatlled along with the SM Bus. I have never ran into this before any suggestions would be helpful.

You need to download & install the "Chipset Driver" for that Dell model from Dell's support website.
