Do motherboards play any part in bottlenecking

Will my GIGABYTE GA-970A-UD3 AM3+ AMD 970 SATA 6Gb/s USB 3.0 ATX AMD Motherboard be able to handle the gtx 760 and the amd 8320. does the motherboard even effect anything

That would depend on what you suspect is being bottlenecked. Can the MB deter the performance of a card? Yes, if the card is PCIe 2.0 or higher and the board is only 1.0. Or if the PCIe x16 slot is only x4 bandwidth. Can the MB deter the performance of the CPU? Yes, if the CPU is rated at a faster FSB that the MB offers.
