Does Liquid cooling sort out GPU throttling issues on R9 290?

Hey guys, I need some help.
I recently bought a Gigabyte R9 290 Windforce edition. As most of you may know, these R9 Cards have some heat issue (hits 85+degrees while gaming)

This particular one that I bought throttles hard due to this heat problem. I did some research and found some reviews suggesting that updating the card's bios would solve this, which apparently down clocks the core clock to 947mhz from 1040mhz. This however did not help me that much as the GPU still throttles down to about 400mhz (temps are still 80+ degrees)

So I need to know, will Liquid cooling help me sort out or at least reduce this issue? will it be a worthy investment? Also, am I able to keep my card cool enough to prevent throttling?

Asus Maximus Exreme-Z
G-Skill ares 16Gb @ 1866Mhz
Gigabyte R9 290 Windforce OC Edition

Exactly, and if he is getting the temperatures of the reference model, then something must be wrong. I am guessing his card is faulty.
