Windows update stuck at 0%

so I have a windows 8 computer and decided to reset it to factory settings as I bought it from some store.updatingwas stuck at 0. I thought it was my internet but found I was getting around 90 mbps upload and download. I read on some forum that it was because of metered connections and turned that off. Then, I read that you had to delete all files in windows- systemupdates and then download or something like that except I couldn't delete all of the files so I became really frustrated and decided to come here. I also read that you have to do a bunch of sh#t in command prompt but truthfully I would rather just install win 7 and win 8 could go screw itself.
 
How much time did you give it? I see sometimes that the updates stay at 0% when it's actually working in the background... then it jumps ahead to installing and asks you to reboot. That is, sometimes the user interface doesn't update even though the updates are in fact working in the background.

I had to go somewhere so I left It updating for an hour and a half but saw no change. that is with metered connections off.
