Does outside weather affects Heating inside computer?

I have a 6870 which I bought in 2012. Lately it's been going up to around 58c last time I check? Could it be room temp? It's 86 degrees outside right now. When I turn on the air, the temps go way down to almost 40 to 39c. One of my 140mm NZXT fans went out and it's blowing less than it use to, so I replaced it with a Kingwin 120mm fan @ 950rpm, which I believe is slow.

Should I buy a few more fans, or replace my card? Maybe buy a vga cooler? Thanks.
 
The coolers in a PC can't make the chips cooler than the ambient air outside the case (in the room it sits in), and the difference in temps does depend on ambient temps. This is why when coolers are reviewed they measure the difference in temperatures from the ambeint. If the room gets warmer so will the chips in the PC

Is a 140mm fan necessary btw? What about another NZXT fan to replace the top? I believe on my HDDs from 2006 ( lol, I know ) started causing a lot of heat in the case, so I took it out. It was used as a back-up drive to my other HDD and my main which is an SSD. The 140mm NZXT fan started going super slow and barely comes on anymore when I turn on the PC. I'm pretty sure it's gone.

One more thing and thanks for answering. I had a PSU since 2006. It's a 550watt thermaltake SLI ready. Should I upgrade that PSU soon or just keep it for a few more years? When I cleaned out my whole computer last night, that PSU was filled with a crap load of dust and the fan started going a little bit slower. Don't know if it's going out soon.
