Is there anyway to fix this? Can you replace the fan somehow? The PSU I own is the Thermaltake 600W TR-2. I first thought it was the CPU fan but I messed with the settings on the cpu fan and made it whisper quite.

You can if your willing to modify it yourself to put a different fan on it and accept voiding the warranty on it.

It's risky; even if the PSU is off, there is enough charge in the capacitors for a deadly shock.
You shouldn't open a power supply yourself. Rather, work on temperatures. Try to increase the distance between your PC and the wall. Try cleaning your components.

Geez dude.there is not enough charge on the capacitors to do that its just a 1000mfd 200v capacitors.yes there are some charge.but not so deadly.in the case of a capacitor used for and induction motor, yes a deadly shock can occur

Most people void the warranties on their other CPU/GPU parts anyways.
