7950 and 270X question

Hi,
I currently have Radeon 6850, since I'm planing to buy Watch_Dogs, I'm looking to upgrade my gpu. I'm planning to spend about 200$, the best options I have are Gigabyte's 270X (new) for 210$ with the never Settle pack, from which I plan to pick Payday 2 and Thief or a used 7950 also from gigabyte for 175-190$.

My first question would be what's the best choice? the 7950 is a bit more powerful but it's used and doesn't have the games, but it's cheaper.

My second question is related with my power supply, I have a Corsair HX520, it seems to be working perfectly fine, but I was wondering if it had the guts to power these cards. The rest of my specs are in my profile:

GPU: Gigabyte Radeon 6850 @890/1125 (for now)

CPU: Intel i5 4670k Stock @3.40Ghz

Motherboard: Asus Maximux VI Hero

PSU: Corsair Hx 520w

Case: Zalman Z9 Plus

RAM: Ripjaws 2x4 GB DDR3 1600Mhz
 
I'll start with the PSU. It's fine.

Now as far as which to buy, the 7950 is faster than the 270x (rebranded 7870), and quite a bit more memory bandwidth, but you won't really notice the difference unless you have some Eyefinity triple monitor or super HD monitor set-up. If you think you might want those games, then get the 270x. If not, then consider a used HD 7870, as it's the same thing and it will cost you even less. Also, a new 265 (rebranded 7850) is about $150 and also comes with games.

They are about the same chance of going to high clocks. Anything over 1200MHzcould be considered a good clocking chip. What to watch for is the brand of memory chips used. If it's the cheap Elpida chips, those won't clock very far. The Hynix ones can do about 1500-1600MHz or so, and the Samsung ones (most expensive) have been shown to overclock 1800+MHz.

What resolution and refresh rate is your monitor? Is it just plain old 1080p 60Hz?

For now I have a 1680-1050, But I'm gonna upgrade to 1080p @ 60 or 120hz not sure yet, this summer, nothing more fancy though. I'm mainly looking at the 7950 because it seems like I could squeeze a bit more power with the Oc thus making it more futureproof.

For the game there aren't really any of these that I want, it's just some added value to me.
