PC is much slower for no reason.
I don't really know where to put this thread because I don't know what's wrong with my PC.I first noticed the problem after having horrible Frames Per Second. I have done a full virus scan with Trend Micro Titanium, indicating that there were no viruses to be found. I then did a registry clean, indicating nothing was wrong. I checked if I needed to update my GPU or SSD. The SSD needed an update but did nothing. I then did a safe mode boot, which was still slow.

CPU: i5 4570 3.2Ghz
Motherboard: ASUS B85M-E mATX
RAM: Avexir C9 1600mhz DDR
SSD: Samsung Evo 128ggb
HDD: Seagate Barracuda 7200rpm
GPU: R9 270X Black Edition
PSU: XFX 550w
OS: Windows 8.1 64bit
Monitor: Asus VS247HR 24.6" 2ms response.
GPU isn't overclocked

The CPU? If this is with no programs running, that's not right. There must be some malware that your scans didn't detect. Try the refresh or reset tools in 8.1 to bring your OS back to a clean state.
