A while ago I watched a video on YouTube of someone turning a closed loop CPU cooler into a cooler specifically for the GPU, however the video appears to be taken down/I can't find it . I was wondering if the same could be done to this video card and what hardware would I need to do this?

you can buy a CPU cooler and then a block cooler with that, this is how it's done.
This is what you'll need;
Block cooler for GTX 780;
EKWB Water block cooler for GTX 780
Pre-built liquid cooler, preferably one by corsair with dual fan (120-140mm size) radiator (240-280mm). For example the H100i or H110, but all will work, just as they offer the better performance.

Ideally I wanted to utilize the liquid cooling system that comes standard with the ROG card, without having to rip off the heatsink and whatnot (I am a total noob at computers). If this cannot be done then I shall look further into what you've mentioned above.

that VGA block cooler has two holes, one for pushing in and one out, a liquid cooling setup uses the same configuration, so the H100i will work with with that Block cooler.

the two holes are meant for the tubes to screw into the block cooler, as you can see from this image to make things easy;
