New PC won't boot with GPU

Hey good samaritans!

I've just tried to build my PC for the first time, and it was a failure! The PC wouldn't boot at all until I plucked out the GPU or instructed my system to use the onboard GPU instead of PCI-E's via UEFI. The GPU's cooler was running when it was installed. Have I gotten a DOA card?

Also, I noted in UEFI's Hardware Monitor that my CPU (using stock Intel heatsink) was running at 50-60 celcius, which in my experiences is too hot when it was apparently not under heavy load. What do you think? Is that abnormal?

Since this is my first time in assembling a PC, I am worried that I might have destroyed certain components (through static electricity or excessive use of force while plugging power cables and installing RAM, GPU, etc). Any thoughts and advice will be appreciated!

Vcore: +1.720-1.740V
+12: +11.728-11.827
+5: +5.112-5.136V
+3: +3.376V
