R9-270 or the GTX-750Ti? It would be of great help if you guys could recommend a better card in the same price range (HD 7950 is $450 in my country, so a no go on that).

A 7950 is about half that in the US. So for $125US you won't get a GTX 750Ti - they're about $150.

So you can get a GTX750 (non Ti) or R7 260X (worse then the 750)
