PSU won't shut down or respond

I installed a new driver on my PC. Now when I try to shut down the PC the video turns off but the psu and fans keep going. I tried unplugging the unit and shorting the cmos reset pins but it still won't respond. I can't get into windows to try to delete the driver or reset the bios. Suggestions?

I think the psu is fried. I turned it off by the switch and then plugged it into the wall socket. Pressed the power button and nothing. Then the psu started by itself, ran for about five second, and died. Neither the case switch nor the psu power switch would revive it.
So, any suggestions for a decent 500 - 600 watt psu? My Rosewill is now on the trash heap. Thank goodness I have two other portables.
