my budget is about 600 not sure if i should sli the 660's or get like a 780 or even higher

There is no reason for you to be experiencing lag with a 660. You should be able to run on high settings without issue. WoW can run on much lesser cards than that. My old 560 Ti ran everything on Ultra for years with no issues.
Try running a benchmarking utility to see if something else in your system is causing an issue, or perhaps your graphics card isn't working as it should be. Also, be sure you have the most updated drivers for your card.

huh, you really shouldnt be lagging in wow much if any, check your cpu and gpu usage while playing, make sure that the gpu actually goes up to ~90%. if it doesnt, then you have some bottleneck or settings wrong. i would not recommend sli, it would be better to sell your 660 and buy a 780(Ti) or R9 290(X) if you really want to upgrade, but first make sure nothing is bottlenecking, or settings wrong. also check temps.

You should monitor your internet speeds during play and see if that may be the issue. FPS is not only a matter of local hardware but also the speed at which you are recieving data.

Also - ensure you are minimizing your background programs as much as possible.

If you are set on upgrading - you need to look at the price performance of doing the 660s in SLI and getting a new video card like the 780.

i wouldnt even consider a 660 sli, as most games dont support sli it will actually run slower due to more calculations, but, if the games you play do support sli, then thats a fine choice, just know that whatever games and applications dont support sli you will need to disable it.

R9 290X is barely worth the extra over the R9 290, it's basically comparing the GTX 780 and the titan, forgetting about the Vram, just clocked a little slower and some cores cut out, get the R9 290 if you wish to save the extra dollars for a marginal decrease in performance. Danbuscus, I know the (X) was meaning 290/x, this was in reference to the OP in case he decides to upgrade.

That said, your system should not be lagging with your specs, especially in wow, a GTX 660 can quite easily play that game without lag. But all this has reasoning, WOW is a poorly coded game full of memory leaks (graphics and ram), so going with an upgrade isn't going to help you much, it's the game coding itself that's letting you down, this is effected majorly effected by some cards, but all tend to have decreased performance due to this issue.
