  1. The Windows 8 ISO you download from Microsoft has an option to create media.

If you right click on the ISO file and select 'Burn disc image' it should make a bootable DVD. Windows Vista/7/8 have no special 'Boot Disks' that you have to include on the ISO file and you just need to burn the files to a DVD or copy them to a USB drive and it should boot.
  3. I copied them to the USB, but when I enable USB boot in BIOS, it boots into the old operating system. That's Win XP.

I am trying to create a dual boot Win XP / Win 8.

Did you change the boot order so it boots from the usb first?
  5. Yes. But it was still booting to Win XP.

However, when I pressed TAB in the boot process it loaded the Win 8.1 install screen. It took a long time. I was finally able to install Win 8.1, and it's running well.

It boots into 8.1 much faster than it boots into XP.

Good thing you got it working.
