New build
windows 7 produces irql not less than equal
will not produce windows 7 install screen
checked ram ok
disabled on board video used pcie video card same problem
Disabled all usb tried again same error same errors
tried windows 8 same problem
downgraded to windows xp same problem .... it got down to 34 minutes installing then would restart and repeat on its own

If the computer is starting up and you can get to the bios. The irql error would indicate an HDD fault. To confirm this I would swap it out. If you dont have that option I would send it off for a replacement. On install I cant think why you would get an irql for anything else apart from the HDD so i would assume this is the problem.
