Advice bandwidth optimization

Hello all,

on every speed tests, i get 2.8-3.3 mbps (i have a 4 mbps connection), but when downloading from chrome or torrents i only go upto 200kBps,kindly suggest some optimization in windows.

'Download' speed also depends on how fast the server is giving it to you.
Torrents are even worse, because you are getting little bits and pieces directly off other peoples hard drives. There is no big torrent sever in the sky feeding you all that stuff.
