Wired and wifi connection issues

for the last five days my tower has been acting very odd as far as connectivity goes. My speed for the tower has dropped from 1MB's down to 70-200KB down constantly going up and down.

The only real change that I have done recently is install a new GPU but I don't think that should have really affected anything. I am using the Panda 300Mbps Wireless-N USB, Windows 8.1, a Netgear wnr2000v3, with a surfboard sb5101.

I have tried leaving the modem and router unplugged for 30 minutes, looked at ipconfig /all and tried to get rid of the disconnected media. I did notice that I was losing packets but that has since stopped. I can stream audio, and use skype. But Videos don't buffer. Not sure how much of this info is relevant.

I have also tried changing my IP4 dns and router DNS settings but I have since changed back to the let the ISP set DNS.

Just as a quick edit
I cannot stress the fluctuation part enough like my steam account records
just from when I have turned my computer on my current download speed is 220kb but it has been up to 1.1MB's just in the last 30 minutes it has been between those two speeds.

I have have tested multiple machines for for youtube but not speed test specifically this one is the only one that cannot stream currently. As for the second question this computer is connected only to wifi, I tested the ethernet cord out as the second poster suggested but the weird this is the Ethernet connection is even worse than the wired one to the point of being able to load almost no pages at all.

10.19 Mbps on my laptop
1.01 Mbps on my desktop although some times it just gets stuck at connecting this time it got stuck at half way through the test.
