will my build run eso on med/high

Hey I'm kind of new when it comes to building computers, and I kind of just threw this together with little research over the past few hours.
I was wanting to buy a laptop for playing eso, but everyone is recommending building a computer.

So, my goal is to be able to run ESO(Elder scrolls online) without problems at least on medium settings, I would like high, but lets shoot for medium.
I was hoping to stay around $400-$500 but after gathering the parts it came out to about $700

So my question is, will this build run it smooth on med/high? if so is there anything I can replace in order to lower the price?
