Low FPS in Elder Scrolls Online

GPU - GeForce GTX 760 Ti - newest beta driver
CPU - Intel i7-4770 @ 3.4GHz
Memory - 16 GB RAM
OS - Windows 7 Home

I just got this computer a few months back and started playing Elder Scrolls Online. I expected with my hardware I could play the game at close to max settings. This isn't at all the case though. The only way I can get anywhere near 60 fps is to drop everything down to low (which makes it look like a game from 10 years ago). Makes very little sense since my wife's rig which is 3 years old can play the game on max settings and sits at 40-60 fps easy. Any idea on what's going on?

I actually figured it out. For some reason my games were using my intel hd graphics instead of my actual card. The system is suppose to transition seamlessly from one to the other, but obviously that wasn't the case. I went into the NVIDIA control panel and forced the programs to use the correct video device.
It's a normal problem poorly coded MMORPGs. No matter how much money you throw at it, it's going to have lag at times. Complain to the developers for not threading properly. I bet your wife has certain rendering things turned down lower like distance, shadows, and foliage.
