GTX 470 error 43 and blue screen after installing drivers

Firstly, hello everyone i just joined to get some help with this problem.

My problem...my computer crashed and i got blue screen every time after the windows starting logo. I knew the graphic drivers or something along those thing were caused it, but i didn't know what so i just re-installed windows.

While i don't get the blue screen (when there are now graphic drivers) i do have a small green dots all around my screen (the same happens in safe mode as well). I can "interact" with them, as when i move the mouse over them they disappear and more start to appear else where on the screen. If I let the windows update install the graphic drivers, I don't get BSoD, but i do get error/code 43 in the device manager and so the drivers don't work at all.

When i install drivers manually I get BSoD, but in safe mode I dont get the error 43 and there are no green dots...there are however screen tears that look akin to air pockets you get when trying to apply a screen protector.

I have tried using old drivers and new/est drivers, re-installing windows and bios, i need help plz (i don't have cash to buy more parts) :(

p.s. i have check my BSoD dump with Blue Screen View and there are 5 things that are causing it...i tried to search online but none of the things listed worked for me (and they always have the re-install drives/os)
