I have a dell inspiron and I disabled my touch pad through the sticky-key (fn+f3) It shows my touchpad is disabled by a orange light at the top. It is orange but whenever I brush over it for the mouse, it continues to work.
go to
Control panel / Hardware and sound / Mouse/ device settings/ (there is a list of connected mice/devices) pick the internal mouse, and click disable. Follow same proces to re-enable if you have to.

is there a checkbox that says" disable internal mouse when external usb device is attached" ? if there is, try checking it and re-plugging your mouse => automatically off
