Bluetooth not working in Win7 64

I am the owner of an IdeaPad Y410p. I have a bluetooth mouse that I would like to connect to. Unfortunately, my computer does not recognize the mouse, or any bluetooth device. I have uninstalled Windows 8 and installed Windows 7. I downloaded the driver for my wifi card and enabled the Bluetooth Support Service in services.msc. When I try to add a bluetooth device,no devices are found. I am dual booting this PC with linux. under linux I am able to connect to the mouse with no problems. Any help would be appreciated

EDIT: Wired mouse doesn't connect as well.

Download the bluetooth driver's first and see if that helps.

Unfortunately that did not solve my problem. I installed the driver and restarted my computer and still can't connect.
