Is water cooling necessary if I do NOT overclock

Here is a build i'll be purchasing in the next few months and am wondering about cooling (sound is not an issue)

CPU: Amd Fx-9590 Oem Fx-series 8-core Black Edition 4.7/5.0GHZ (Base/Overdrive)
MOBO: GIGABYTE GA-990FXA-UD5 AM3+ AMD 990FX
RAM: Corsair Dominator Platinum 32GB OR Patriot Vier III 32GB
GPU: ZOTAC GeForce GTX TITAN (possibly two at some point)
PSU: Antec 80Plus Platinum PSU ATX 1000w
Case: Corsair Obsidian Series 900D
3 ssd's in RAID 5 + 3 hdd's
If I am NOT overclocking anything, do I need water cooling? I want it to look good but just a few lights should do that. Would I even need water cooling?

either way, price isn't really a factor mostly just want to know if it would be very beneficial if I'm not overclocking anything. No fancy stuff just straight out the box stuff. The computer is mostly gaming + workstation.

I would recommend an NZXT Kraken X60, which is one of the best closed loop coolers. (and simple to install)

They will cool them down decently, though I would recommend a Corsair H110 AIO cooler, just to be safe.

The AMD FX 9590 requires and is recommended to have a liquid cooler like a corsair h100i. It puts out a ton of heat. Dont go air on that one. They used to sell that chip in a package with a AIO cooler and now I believe they just have the OEM version. I have that chip and its a beast but it runs hot no doubt.

With that in mind now, if I go full custom water cooling, I've read up on maintenance but honestly I'm more of a "Set it and forget it" kind of person so regular maintenance isn't out of the question but how much maintenance am I looking at? how often? and would a closed loop like the h110 (which i've looked at before and thought about) need less maintenance? or around the same?

First of all you may want to check out your motherboards website as to cpu support. I believe the board you have listed
does not support the FX9690. There is one UD7 and one UD3 that do but I have not seen them for sale anywhere. That leaves you with a choice of one from Asrock or three from Asus.For the FX 9590 the high end air coolers Listed By a previous post will probably be OK. The FX 9590 is an Overclocked Cpu.The reason I do not Liquid cool is the Possibility of a leak.Even if you have non conductive fluid it can be a catastrophy. That said many High end coolers are about as good as most High end 240mm Liquid coolers.some have software some do not. One question is are you going to do some extensive gamming (2 hours or more). you may want your cooler fan or fan on a fan controller.You may have to go full boar for long time gaming. That is if you like me what your 9590 as cool as it can be.You always need to monitor your temps just to be safe. Do some research if you can on some expert websites. For High overclocking the best Cpu cooler From My experience is The Thermaltake Frio Extreme. Hardware Secrets has a review on it.Take a look. Just remember The 9590 is in Basic an Fx 8350 overclocked to 4.7 Ghz (5.0Ghz Turbo). You are overclocking even if you do not overclock.
