Is the r9 270x PCS+ bad?

That's a strange link. It shows all sorts of thing connected with 270xs. Not much with Powercolor though. And I gather that's what your worried about - the reliability of Powercolor gpu's; particularly the r9 270x's. Is this right?

Powercolor (made by TUL) is second largest channel distributer of Radeon cards. Much like the #1 brand (Sapphire), you need to pay close attention to the reviews, as often they cheap out on cooling or PCB components to keep costs down. They do make high end models as well.
