Can't activate all cores and hyperthreading.

So I recently got back Into fallout 3 and this was my first time playing it on the pc, the game kept freezing so I looked up the reason and apparently it had something to do with quad cores so I disabled two of my cores using. So I typed in run and then msconfig to change the boot setting and changed the number of active processors from 8 to 4 and later from 4 to 2. I assume the other 4 processors is for hyper threading. Now when I changed from 8 to 4 I couldn't change it back, I did it again to test it and again I could not change back to the original. In the advanced boot option it will no longer bring up anything higher than 1. Now at this point I will admit I didn't really no what I was doing, I am a noob in pcs right now, I chose a boot option in my bios to boot option 1 and now I can't change my power settings since it says I'm supposed to be connected to a network, when I go to battery it says rpc server unavailable. The color scheme was also changed but I know how to change it back. Now I still have only 2 cores with no hyperthreading, no control over power and an ugly color scheme that I'll change later after the other two issues are fixed. Any help will be appreciated and welcomed.

Solution
I had mine set to 4 when I used an I5 and it remained at 4 when I replaced the I5 with a Xeon (I7) (hence using 2 cores and 2 hyperthreads). Just uncheck the "number of processors" check box, and it will use all threads.

for you additional problem, it sounds like (in msconfig) you selected "diagnostic startup" under the "general" tab. Click "normal startup" instead.

If not this, then under the "boot" tab, you may have selected "safe boot", so deselect this.
