I understand i can reset it through the jumper or with CMOS but the main issue is -

I have installed a new graphics card which doesnt appeared to have worked.

The thing is I was using an APU before and would like to use the processing side of it? I am using the AMD A10 7850K APU and am looking to add the R9 270X

Make sure your display cable (VGA/DVI/HDMI) is plugged into your graphics card and not your motherboard.

I am using HDMI... It is plugged into the graphics card port. Is HDMI alright? I also am using the TV as a display which I am aware is not always as good for BIOS unlike monitors.

Sometime the TV does not display stuff but if I plug it into the monitor is does... Anyone had this issue?

When the computer boots up can you hear the cards fan spinning? if not take the case door of and check. Also check if you have connected it with power supply, if you don't know how watch a video on youtube
