I am not very good with computers, but if i took an old dusty computer in my closet, and added like a new GPU, CPU, PSU and ram would that even work, Or are mobo's from then not compatible with now days parts?

What you need to determine is what CPU it will support (i.e. what socket does it have), what sort of RAM it uses, what GPU it would support, and what sort of PSU it needs. If it really is from the 90s then it will only support components from that era, which will be harder to get and probably more expensive than modern ones.

For any sort of useful upgrade you will need a new case, motherboard, processor, RAM, GPU, hard disk, and optical drive. The power cord might still be good for a few years.

I highly doubt it will work - Be to much cost wise to source the components needed and even then you will get a less than average build... Take into consideration that The Ram will be DDR1 maybe DDR2 which is poor quality and far to outdated and wont work on most motherboards now and if you did buy the old ram to go into your computer's motherboard, a new CPU would not be compatible and even if it did the PSU would need to be updated.

If you have money to splash and looking for a project go for it but I would look into building from a newer computer.
Hope all goes well!

Take the side panel off and send picture of what it looks like? I might be able to share some insight on the upgrade matter

Okay, my results from opening up the peice of crap, I think i inhaled a few pounds of dust. The CPU was stuck to the heatsink. When i pried the CPU from the heatsink, There was brown gunky stuff, probably thermal paste melted to it, 256 mb of ram, and im pretty sure i have like 10 different cuts on my fingers and hands from trying to get the heatsink off. Not worth my time, Ill stick to building one...
