Mouse keeps freezing

My mouse pointer keeps freezing on screen for a few/several seconds while I'm moving it around. It'll just freeze in place and I can't move it at all. I've tried another mouse in a different USB port and got the same results. This started yesterday morning after I downloaded the latest Java update, so I uninstalled Java completely and it kept doing it. I've updated my GPU drivers and downloaded all the latest windows updates.

I have no idea what happened to make my mouse suddenly start doing this. When the mouse freezes I can still use my keyboard but not the scroll wheel on the mouse. Also, oddly enough I can use the scroll wheel to my heart's content and the mouse never freezes, only when I try to move it. Very frustrating.

Two more things of note: First, every time my mouse freezes up, I get the windows error sound, that little bloop, but nothing shows up.

Second, I tried cleaning off my mouse pad to no avail, however, when i place my hand under my shirt and use that as a surface, the freeze rate drops significantly. Not to zero, but it drops significantly.

Update: I'm using the other mouse again and it works better (not perfectly) so I'm hoping it's just the mouse pad or my original mouse. The thing I don't understand is if the sensor is screwed up or the mouse pad is irreparably damaged, why did this happen so suddenly? I've literally never had this problem before yesterday. Also, why would the scroll wheel stop working when the pointer freezes? And would a dirty mouse pad cause the windows error sound? I haven't gotten the sound since switching mice.

Check around the mouse sensor on the bottom, even a simple hair or bit of dust can wreak havoc on it and cause the mouse pointer to lock up

edit: Just noticed you said you used another mouse and it done the same, that throws my dust theory out the window
