Would an MSI R9 280X bottleneck my AMD FX-6350? And if I needed to overclock the CPU could anyone give me any advice on how I would go about the extra cooling for the cpu. If this helps the FX-6350 is stock at 3.9ghz and got a score of 7039 on cpubenchmark.net .

I'd bump that CPU to 4.5GHz and probably get a decent cooler. I would not get a Coolermaster Hyper 212 EVO or PLUS for this CPU once overclocked. It just can't really handle the heat.

So maybe some sort of cooler like this Noctua NH-D14 on sale for $59.99 HERE.

Yes it does. But on the overclock it really depends on what board you have and if you have a 760 chipset mATX board you will not get those clocks.
So the question is what is your motherboard?
