Overclocked CPU Issue

hello im hoping that someone out there can help me with my most recent issue, so i overclocked my Intel 3770k about 3 months ago with the help of my corsair H80i cpu cooler and my GYGABYTE *GA-Z68X-UD3H-B3* motherboard straight from the Bios.

I currently i have 16GB Ram and an MSI 7870R Twin Frozer and in a couple of hours will have an Asus GTX 770.

This issue would happen once a weak or so and id just restart it and it would resolve itself, but i just bought 3 screens for surround display, i doubt it has anything to do with the fact that i put 2 more screens but just in case im letting you know.

Anyways, the problem... well my cpu was is overclocked at 4.5ghz but now when i open CPU-Z i see that the core frequency starts dancing all over the place and it is slowing down my gaming alot. When i don't have a game open CPU-Z Shows the core frequency at a steady 1.6ghz and once i open a game it humps to 4.5 as normally did but than drop to 1.6ghz and starts dancing around between the 4 images at the bottom of CPU-Z

ive got a couple images for you to see what it is that i see to help you give me the most accurate information and of possibilities of what is going on.

The temps when it was running properly would be around 70-80 C but now it doesn't seem to go up because the cpu isn't heating up cos it keeps dropping frequenzy i suppose, so i guess it's not doing it because the cpu is overheating.
