Computer wont boot

I have an:
-Acer Aspire M5260 Intel Core 2 Quad CPU Q6600 @ 2.4 Ghz
-4 GB Ram
-500Gig HDD
-Zotac 220 GT 1 GHZ Video Card
-Running Windows 7 64-Bit Home Premium

My problem is that when I attempt to boot my computer the computer shuts off as soon as it reaches the Starting Windows logo no matter how many times I try. When i run Startup Repair Utility it finds no errors but once it's finished it says Startup Repair Utility is offline BUT the computer will start correctly every time it finishes Startup Repair even though it finds nothing wrong.

The computer will often freeze by locking up completely and the HDD Light will stay solid. Sometimes I am still able to move the mouse other times I'm not. If I put the computer into Sleep Mode it will either freeze shortly upon coming out of Sleep Mode or won't turn on at all.

The computer will not start in Safe Mode.

So far:
-I have reset the BIOS by removing the CMOS Battery
-Ran Chkdsk (Found nothing out of the ordinary)
-Ran Sfc (No errors found)
-Ran Seatools (No errors on HDD)
-Performed a System Restore (Didn't help)
-Monitored all temperatures in the cpu and they are within normal parameters
-Switched my RAM with other RAM and problem still persists
-Ran a thorough Virus scan with Comodo
-Defragmented the HDD
-Ran Windows Memory Diagnostic (No errors)
-Ran HeavyLoad (Stress Test tool) which it passed
-Checked all drivers (They are all up to date)
-Checked for Windows updates
-Ran CCleaner and cleaned up the registry

I have downloaded the appropriate ISO file from Microsoft to completely reinstall Windows but I only want to use it as a last measure in case it doesn't solve the problem. Does anyone have any suggestions on what my problem might be or anything else I can try excluding reinstalling Windows?

Hi

Find a Linux live cd /DVD or USB disk
Run it for some time and see if problems continue

If it still crashes look at hardware

Check psu voltages under load
If external graphics card and integrated chips try running on integrated graphics with gpu card removed
Look at capacitors near CPU unders a bright light
Look for bulges or leaking capacitors


If not look at corrupt windows
De fragmenting will not cure any similar problems and if there are hard disk faults make things worse
