New GPU & PSU - No power to GPU

Hello, this is my first post here and I really just signed up to ask a question about my new PSU / GPU. So I decided to finally upgrade my PC with a Corsair CX 500W power supply and a Radeon R9 270 graphics card. I uninstalled my old drivers, replaced my old GPU and PSU just fine, but upon booting up for the first time I was met with a black screen. Realised after a bit that the fans on the graphics card weren't spinning - so no power I assumed.

I can't figure out what's wrong at this point, it's all securely in and (as far as I know) properly wired up, but still no power.

Any help is appreciated, thanks :)

(also, sorry if this is a vague question, i'm a newbie to all of this stuff)

That's what I have currently plugged in, only thing I can see on it which might need power which is really confusing me.d

inspect the fans, do they move? are they blocked? and yes it could be DOA... does your MoBo have on-board?
